Sometimes, residents have to take the matter into their own hands. In a neighborhood in South Manchester, residents have long been fed up with blocked driveways, trash being littered on the corners, and being verbally abused by visiting motorists. The reason for the vehicular traffic? A school in the neighborhood and the guardians’ parking for it. Shahid Qazi, an old resident of the area, explained that strangers have prevented them from commuting and ruined their grass verges with their muddy tires. Unfortunately, the commuters do not seem to care.
The problem apparently started when Rusholme’s Manchester Grammar School received new bollards outside it. As a result, parking on Old Hall Lane was increased by the school. As a result, the residents’ lives were increasingly disturbed. Qazi, who is now 57 years old, recalled that the parking was never good even before the bollards. However, now it is horrible. He recounts cases where students have heckled and mocked them when asked to park away from the grass or not to block driveways.
The school funded the bollards, so Qazi and the others had asked for similar bollards to be set up on their side as well. They even offered financial help. However, the plea was rejected. Some instances are so bad that Qazi had to take action himself. He recalls an earlier incident when an SUV was parked beside his house. While waiting for the kids, the mother had finished a McDonald’s meal. She had then dumped it onto the pavement. Qazi had politely picked it up and threw it back inside. He said: “My house is not a trash bin so take your trash with you.”

A Nightmarish Situation For The Residents
Sheena Pilkington, another resident of the street, recalled a similar incident with a different driver. However, when she stood her ground on the littering, she was verbally abused. Pilkington, fortunately, caught the same driver littering a second time. This time, in response to the verbal abuse, she threw the rubbish back inside. Sheena has been a resident of the lane for 43 years. As such, she has also watched how the grass verges have been turned into mudslides with continuous parking.
Pilkington explains that she has repeatedly contacted the Grammar School about the issues, only to fall on deaf ears. Once, her son had even tried placing makeshift bollards, only to be pulled out by someone else. 70-year-old Pilkington laments that even the council pays no mind to the plight. Another resident, William Broome, has been here for 51 years. His wife has issues with mobility. With all the strangers blocking the driveway, Broome and his wife have a very difficult time reaching their car.
The Council And School’s Statement
The Manchester City Council, however, did have a statement for the public. They said that concerns regarding pavement parking are always taken seriously, along with commuting pupils. Whenever they become aware of illegal parking, they use every authority given to them to remove or prosecute them, as necessary. However, there is more authority needed to fully resolve pavement parking. They claim the issue has been brought to the government’s notice for several years.
Rabnawaz Akbar, Rusholme’s Councillor, stated that he has received a copy of an email from a resident to the School asking them to request their pupils/guardians to park reasonably. He claimed to have set up a meeting to discuss the concerns with the school. Dr. Martin Boulton, the Grammar School’s High Master, claimed that the bollards were originally installed at the residents’ request to calm traffic. However, even now, they periodically remind their pupils about parking responsibly.
As for littering, Dr. Boulton states that the school’s staff and pupils patrol the area weekly to pick up litter in the surrounding areas, including Old Hall Lane. He explains: “Our pupils care about giving back to society and we have one of the most extensive volunteering programs of any school, this being one small part of that.” However, its effectiveness leaves much to be desired.
